Print a QR tag for every shutoff and panel. Scanning one opens that exact valve, even with no signal, and signed-in staff can confirm it's still there with one tap.

In the print dialog choose Letter paper, scale 100% (or "Actual size"), and no margins or headers. For mechanical rooms, use weatherproof polyester labels or laminate the hang tags.
